Overview
MGR GUI Counting Rule (for example MTOC) not counting messages correctly, and the statistics is not increasing even though there are messages sent.
Solution
Contact Support with trace of the scenario AND the following information:
- tp_walkall output
- Originating Address and IMSI

Called Party SCCP Address

Timestamp

User Data
- Domain (if applicable)

Pre-requisite: Access to MGR GUI with at least view access to Routing Rules and Statistics
- Access Customer-specific environment as per details in their Drive

Login to the MGR GUI (Url: http(s)// <IP>/tpm) by entering Username and Password on the Login screen, and ensure that the correct domain is selected.

From the Left Navigation Pane, Go to -> Routing -> Counting Rules -> MTOC (example)

Check the specific counting rule created (or other counting rules as well) and analyze the conditions set, and compare with the scenario of the request.
(For example, in 2853102 the scenario was that a particular MSISDN was sending messages, which had subsequent delivery attempts, but the condition on List of Originator MSISDN Ranges - List of Network Ranges, as in screenshot below - was not being met. The reason was that the originator MSISDN did not lie in the MSISDN ranges.) -
This may be validated by comparing the conditions with the shared information or trace.

Ask the customer to modify the Counting Rule with proper conditions to match.
